English Language Proficiency Violations (ELPV, ELPVOOS)

WHAT IS IT?

A measure of the number of English Language Proficiency (ELP) Violations as reported by the US Department of Transportation. The tickers are built using a rolling 7-day average of the violation counts, and distinguish between all violations, and violations that result in the truck being taken out of service. This data is updated daily, and is reported on a two day lag.

The two indices are as follows:

  • ELPV – English Language Proficiency Violations – All
  • ELPVOOS – English Language Proficiency Violations – Truck Taken Out of Service

WHAT DOES IT TELL ME?

These indices tell you the number of ELP violations given out by law enforcement on a daily basis as reported by the USDOT. Looking at trends in violations can help you understand how many trucks are being taken off the road as a result of ELP enforcement, which can help you gauge the impact of this policy on overall truckload capacity.
